How to test a 1995 Taurus Maf sensor?

Maf signal return is supposed to fluctuate between .1v and 2.6v depending on flow. I have a Mystique and a Taurus (both 95's) and the highest they get is 925mv (.9v). Is there a better way to test these. Has Maf code (I don't have a real time scan tool) and don't want to have to use one...Thanks.
