How to let my mom Know...?

I'm 15 and i feel like i should be treated more maturely than a 12 year old. My mom won't let me go to places with my friends or alone. (the mall, etc.) and she always is telling me what i'm not allowed to do. She even put a limit of money i'm allowed to use everyday on my debit card!! I think this might be because i'm the "baby" of the house since i have an older sister, but i really fell like i am more independent now and i can do thing myself like handle my own money and not waste it on useless things, how can i let her know this and have her give me more freedom without sounding like another rebellious teen?
